Kyrgyzstan: Ban on electronic cigarettes by 2025

Kyrgyzstan is set to take another step in the fight against tobacco and related products. President Sadyr Japarov has signed a law to ban the import, sale and use of electronic cigarettes containing liquids with nicotine from 1er July 2025. This measure is part of a global strategy to preserve public health by reducing exposure to vaping products, the health risks of which are increasingly documented.
Increased penalties to deter use
The new legislation provides for significant fines for any violation of the regulations. E-cigarette smokers face a fine of $115, while legal entities that encourage their use will have to pay up to $695. For those who sell these products, the penalties range from $230 for individuals to $750 for legal entities.
The importation of these devices is particularly targeted by the new law, with harsher penalties including up to one year of correctional labor or fines of up to $1,390. For large-scale imports, the law provides for prison sentences of up to two years, or a maximum fine of $2,300.[1].
A decision in line with global trends
Kyrgyzstan’s e-cigarette ban is part of a growing global trend to limit the presence of vaping products on the market, particularly to prevent targeting of young people. Countries such as the United Kingdom and Uzbekistan have also announced measures to more strictly regulate or ban these products. Arguments put forward by Kyrgyz authorities highlight the risks associated with nicotine addiction, as well as the negative effects on respiratory health.[2].
A firm commitment to public health
The e-cigarette ban law is part of a package of measures designed to improve public health in Kyrgyzstan. By reducing the availability of these products and imposing tough penalties, the government hopes not only to discourage vaping, but also to send a clear message about its commitment to preventing health risks associated with non-medical nicotine use.
