If passed, New Zealand will have by far the most comprehensive tobacco control policy in history. The country will also be the first to achieve a tobacco-free generation.<\/em><\/p>\n<p style=\"text-align: justify;\">The first reading in Parliament of the bill on <a href=\"https:\/\/legislation.govt.nz\/bill\/government\/2022\/0143\/latest\/whole.html#d1216291e2\">tobacco-free environments and regulated products (smoked tobacco) a<\/a> take place this Tuesday, July 26, 2022. It will then be submitted for examination to the special health committee, before returning to the House at the end of 2022 to be able to be adopted as law.<\/p>\n<h2 style=\"text-align: justify;\"><strong>The goal of a tobacco-free generation by 2025<\/strong><\/h2>\n<p style=\"text-align: justify;\">The government aims to reduce daily smoking to less than 5 % in all population groups by 2025.<\/p>\n<p>Although smoking rates have declined across the population, inequalities remain. M\u0101ori, Pacific people, and people living in the most deprived areas of New Zealand continue to have higher smoking rates. These populations also suffer higher rates of illness and death. Currently, 13.41% of all New Zealanders (aged 15 and over) smoke. This proportion rises to 31.1% among M\u0101ori.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.smokefree.org.nz\/smokefree-in-action\/smokefree-aotearoa-2025\">Smokefree Aotearoa 2025<\/a> sets out several measures aimed at influencing consumer behavior and changing the smoking environment. A change in the law is necessary to address the remaining gaps in product regulation in New Zealand.<\/p>\n<h2 style=\"text-align: justify;\"><strong>Three key strategies for achieving a tobacco-free generation <\/strong><\/h2>\n<p style=\"text-align: justify;\">The new provisions included in the bill will allow the introduction of a tobacco-free generation policy in <a href=\"https:\/\/www.generationsanstabac.org\/en\/actualites\/la-nouvelle-zelande-va-interdire-le-tabac-aux-futures-generations\/\">prohibiting<\/a> the sale of smoked tobacco and nicotine products to anyone born on or after January 1, 2009. The goal is to prevent young people, and subsequent generations, from starting to smoke. Currently, only two cities \u2013 Balanga City in the Philippines and Brookline, Massachusetts \u2013 have adopted such a policy. <a href=\"https:\/\/www.generationsanstabac.org\/en\/actualites\/malaisie-interdit-vente-tabac-personne-nee-apres-2005\/\">Malaysia<\/a> plans to do so for everyone born after 2005.<\/p>\n<p style=\"text-align: justify;\">A specific provision will allow limits to be set on the amount of nicotine<span style=\"color: #ffffff;\">.<\/span> (similar to the<a href=\"https:\/\/www.generationsanstabac.org\/en\/actualites\/etats-unis-la-fda-valide-le-principe-des-cigarettes-a-teneur-reduite-en-nicotine\/\">announcement<\/a> of the Biden administration in June 2022). But also on other constituents present in smoked tobacco products. The objective of this measure is primarily to help young people remain smoke-free, by making smoked tobacco products both less attractive and less addictive. But also to increase the number of smokers who successfully quit smoking.<\/p>\n<p style=\"text-align: justify;\">Finally, the sale of tobacco and nicotine products will be reserved for retailers approved by the Director General of Health. The latter will set a maximum number of authorized retail premises per zone.
